1 About ISTIC
The institute of Science and Technical Information of China (ISTIC) was founded in October 1956 under the instructions of Premier Zhou Enlai and Marshal Nie Rongzhen. It is a national scientific and technical information service institute for public welfare directly under the Ministry of Science and Technology. Now it consists of 6 non-profit divisions, including Information Resource Center (National Engineering and Technological Library), Strategy Research Center and so on, and 3 companies, such as Wanfang Data Co. Ltd. and so on. It mainly provides services including information analysis & research featuring ¡°decision making supported by S&T¡±, S & T information service, promotion of new technological R & D and management of advanced S&T service platform, training and further education of information professionals, management of societies, publishing and so on. ISTIC has been actively taking part in the international cooperation. It joins the UNESCO¡¯s Information for All Program (IFAP), FIO and other international organizations on behalf of China, and maintains stable partnerships with documentation and information organizations of more than 30 countries including USA, Canada, Japan and etc. Currently, ISTIC published 19 journals and magazines, including China Soft Science, High Technology Letters, Quanqiu Keji Jingji Liaowang (Looks into Global S & T Economy), Science, Journal of the China Society for Scientific, China Information Reviews and Popsoft Magazine and so on. Meanwhile, since 1997, entrusted by the Ministry of Science and Technology, ISTIC has been conducting statistical analysis of the number of articles published by Chinese S & T workers in foreign or Chinese journals and the citations of these articles, and publishes China Journal Citation Reports annually.
 
2 IEEE in China
IEEE has set up 7 branches in Beijing, Shanghai, Xi¡¯an, Harbin, Chengdu, Wuhan, Nanjing, student branches in 19 Chinese famous universities including Graduate University of Chinese Academy of Sciences, Peking University, and Tsinghua University and so on, and 67 different professional committees. More than 100 professional and technical meetings are held by it in China every year. In recent years, the number of IEEE members in the mainland of China keeps an annual growth rate of 10%, now with more than 9000 members, most of who work in the high-tech enterprises, famous universities or research institutions across various high-tech fields. With IEEE¡¯s development in China, IEEE Spectrum has become well-known and influential in China, laying a good foundation for the distribution of IEEE Spectrum (Chinese edition).
 
3 Audience of IEEE Spectrum (Chinese edition) and its distribution
This magazine¡¯s main target audience are Chinese members of IEEE and officials in China¡¯s government departments of related areas, scientific and technical managers in high-tech enterprises, research institutions and universities, teachers and students in universities, members of related academic groups and industrial association, and entrepreneurs and common people keeping a close eye on emerging technologies and their economic and social values.
The magazine will be distributed through the following channels: subscriptions directly via China¡¯s Post Office or editorial department; retail through vendors of books and periodicals; free delivery to important customers such as government departments. The magazine¡¯s customers are divided into organizational and individual customers. In addition to the general public, according to preliminary statistical data, there are 25,000 state-level high-end organizational customers, including high-tech enterprises, universities, research institutes, technology intermediaries and public libraries; and there are also about 500,000 high-end individual customers, including high-tech enterprises¡¯ managers, scientists, engineers, engineering and technical workers, universities¡¯ teachers and graduate students, science and technology management and service worker at all levels. These customers are the high-end groups in China in respect to their education and income level, which will make the magazine a valuable advertising vehicle.
