4.21 Site Tests 现场试验
4.21.1 General 概述
Purchaser shall arrange the Site tests. Supplier and his Sub-supplier shall provide specialist engineers to guide and assist Purchaser during Site tests. Supplier shall be responsible for the accuracy of the information provided by Supplier and for all advice given by Supplier's specialist engineers. Also Supplier shall provide qualified commissioning engineer to work under the direction and control of Purchaser as members of the Integrated Start-Up Team.
买方应安排现场测试。供方和分包方应该提供专家工程师，在现场测试过程中为买方提供帮助和指导。供方应该对其提供信息的正确性负责，并且对供方的专家工程师提出的建议负责。同时，供方应提供获得资格认证的调试工程师，作为联合启动组的成员在买方的指导和控制下工作。
The minimum qualification requirement for Suppliers’ Test Personnel is that the commissioning engineers have actively participated in at least two similar NPP commissioning and tests.

The Bidder shall list in his Bid special test equipment and instruments for use in the below-mentioned construction, pre-operational and startup tests for systems and components within its scope of supply.

Supplier shall provide all necessary inputs, test procedures, technical manuals, and documents related to all tests for systems and equipment (components) in Supplier's scope of supply to Purchaser. Purchaser will thus put them together with system and equipment tests details from other Suppliers for submission to NNSA to meet licensing requirements.
供方应提供为买方供货范围内的与所有系统和设备（构件）测试相关的所有必备的输入，测试程序，技术手册，和有关文件。买方将其与其他供方提供的系统和设备测试的详细说明放在一起，作为向NNSA递交的文件，以符合注册要求。
If deviations or unresolved issues are encountered during the test, Supplier shall immediately proceed to identify the problems and their root causes; develop necessary resolutions and take all necessary corrective actions to resolve all deviations and unresolved issues covered under Supplier's scope of supply and responsibility to the satisfaction of Purchaser and/or NNSA in a timely manner to ensure that no delay will be caused to Purchaser's schedule. Any Supplier's failure to resolve the unresolved issues and/or to rectify the deviations which result in a delay to Purchaser's schedule shall be subject to liquidated damages.
若测试中出现偏差或未解决问题，供方应立即着手查明问题，找出根源原因；编制解决方案并采取必要的修正措施，来解决其供应范围和职责内所涉及的偏差和未解决问题，使买方和（或）NNSA满意。供方采取行动应及时，不能延误买方的进度安排。任何因供方未能解决问题和/或修正偏差，从而导致的买方进度延误，应由供方清偿损失。
Normal maintenance work, which has to be performed during the pre-operational, start-up and performance tests periods, should be performed by Purchaser’s maintenance personnel, under the technical direction and supervision of corresponding Suppliers’ personnel.
在预运行测试、启动测试以及性能测试期间进行的正常维修工作，应由买方维修人员在供方相应人员的技术指导和监管下实施。
This does not relieve Supplier from its responsibilities.
这并不使供方免责。
During this period, the spare parts, consumables and replaceable parts that are necessary to perform normal maintenance shall be supplied by Supplier free of charge.
在此期间，正常维修所需要的零件，耗费品及可替换零件应由供方免费提供。
