13.1.4 根据其仲裁规则，在本协议书的有效期内，新加坡国际仲裁中心进行仲裁，仲裁地应在新加坡，语言为英语。合同方有权提交书面证据和证词，并交叉检查对方的证词。
The seat of arbitration shall be in Singapore and shall be conducted in the English language and be administered by the Singapore International Arbitration Centre in accordance with its rules of arbitration in effect on the date of this Agreement. The Parties shall have the right to present documentary evidence and witnesses and to cross examine witnesses.
13.1.5 仲裁过程中，仲裁人应考虑相关事实和环境，并参考本协议的条款；并且，如果本协议的条款没有提供解决办法，仲裁人应采用如条款13.2所述的制约本协议的法律规定。不管本协议中任何其他相抵触的规定，仲裁人不得偏向管理委员会或联合体经理的任何决策，应该从头审查各方提出证据和要求，并据此对每件事件作出决策。此外，不管这里任何相抵触的规定，仲裁人应根据本协议中第8.6款定义的规定和限制作出所有的决定。
In arriving at their decision, the arbitrators shall consider the pertinent facts and circumstances and be guided by the terms of this Agreement; and, if a solution is not found in the terms of this Agreement, the arbitrators shall apply the provisions of the law governing this Agreement under Article 13.2. Notwithstanding any other provision of this Agreement to the contrary, the arbitrators are hereby instructed to accord no weight to any decision of the Management Committee or the Consortium Manager and to determine each matter based upon a de novo review of the evidence and claims presented by the Parties. In addition, notwithstanding any provision herein to the contrary, the arbitrators shall render all decisions in accordance with the provisions and limitations set out in Article 8.6 of this Agreement.
13.1.6 仲裁人的决策是最终决策并对合同方有约束力，并且任一方无权向法庭或其他权威机构要求追索权，以请求改变此决策。The decision of the arbitrators shall be final and binding upon the Parties, and neither Party shall have the right to seek recourse to a law court or other authorities to appeal for revisions of such decision.
13.1.7 仲裁的合理费用应由仲裁方根据各方的责任以及仲裁结果来决定分摊比例。应任一方要求，应准备听讼的笔录并可提供给合同双方。
Reasonable expenses of the arbitration shall be reasonably apportioned among the Parties as determined by the arbitrators based on the liability of the Parties and the outcome of the arbitration. On request of either Party, a transcript of the hearings shall be prepared and made available to the Parties.
13.2 适用法律 Governing Law.
中国法律制约本协议的有效性、阐述、建立、执行以及生效，如果该法律的任何规定使本协议的任何规定无效，或改变了合同双方在本协议条款中所述的本意，那么该法律规定不能使用。各方承认和同意本协议的规定在中国法律下的强制性，进而同意任何一方
不可以去宣称本协议中任何规定的非强迫性和不合法性。
The laws of China shall govern the validity, interpretation, construction, performance, and enforcement of this Agreement, provided that any provision of such law invalidating any provision of this Agreement or modifying the intent of the Parties as expressed in the terms of this Agreement shall not apply. The Parties hereby acknowledge and agree that the provisions of this Agreement are enforceable under the laws of China, and accordingly further agree that no Party may subsequently allege the unenforceability or illegality of any provision of this Agreement.
13.3 第三方发起的诉讼中的联合诉讼Joinder in Proceedings Initiated by a Third Party.
如果任何第三方由于与合同有关的索赔发起控诉一方（“被告方”）司法手续程序，那么其他方同意参与此司法程序，自行决定作为独立的相关方或协助被告方。被告方应聘请辩护人，即发生索赔的工作范围的所属方（“责任方”），并允许此辩护人提出此责任方或其辩护人认为合适的反索赔以及辩护或调解报价。在上述前提下，责任方同意在放弃或用尽所有上诉权后接受诉讼结果的制约，并且向被告方赔偿裁判庭裁定的任何债务、裁判庭费用以及合理的律师费。责任方应向第三方支付任何临时裁决费，法律规定在放弃或用尽上诉权之前支付。如果管理委员会无法确定哪方的工作范围发生索赔，被告方应在适当考虑另一方辩护人的意见的基础上负责反索赔。任何因此索赔引起的责任应由合同双方根据条款8.5.2的规定共同承担。
If any Third Party initiates judicial proceedings against a Party (the "Defendant Party") for a claim in any way related to the Contract, the other Parties agree to participate in such judicial proceedings, at their discretion, either as a full party in interest or by assisting the Defendant Party. The Defendant Party shall retain such counsel as the Party in whose Scope of Work the claim arises (the "Responsible Party") requests and to permit such counsel to present such counter-claims and defenses or settlement offers as the Responsible Party or its counsel may determine to be appropriate. In consideration of the foregoing, the Responsible Party agrees to be bound by the results of the proceedings after all rights of appeal have been waived or exhausted and to indemnify the Defendant Parties for any liability assessed by the judicial tribunal expenses of the judicial tribunal and reasonable attorney’s fees. The Responsible Party shall pay any interim awards to the Third Party that are required by law to be paid prior to waiver or exhaustion of rights of appeal. If the Management Committee cannot determine in which Party's Scope of Work the claim arose, the Defendant Parties shall be responsible for defending the claim giving due consideration to the advice of the other Party’s counsel. Any liability arising under such claim shall be borne by the Parties in accordance with Article 8.5.2.
